This is a strategic role focused on the planning, prioritisation and sequencing of Council's 10-Year Capital Works Program , ensuring infrastructure investment is aligned with asset management requirements, community needs, strategic priorities and long-term financial sustainability.
About the role: You will be responsible for developing and maintaining an integrated capital program across planning, design, approvals, procurement and delivery.
Working closely with asset management, infrastructure and project delivery teams, you will identify project dependencies, resource constraints and delivery risks while developing multi-year forecasts to support investment and funding decisions.
You will also provide high-quality reporting and advice to senior management and Council and facilitate cross-functional planning and program review workshops.
Key responsibilities
- Lead the annual development and ongoing review of the 10-Year Capital Works Program
- Maintain a prioritised pipeline of renewal, upgrade, compliance and growth projects
- Develop and maintain integrated capital program schedules and delivery forecasts
- Analyse asset condition, risk, lifecycle and financial data to inform investment priorities
- Identify project dependencies, resource constraints and program risks
- Develop program scenarios to support funding and investment decisions
- Prepare reports, dashboards and recommendations for senior management and Council
- Support asset renewal modelling and long-term investment strategies
- Facilitate capital planning workshops across Council departments
- Improve capital planning systems, processes, data quality and reporting
You will bring:
- Experience developing and managing long-term capital or infrastructure programs
- Strong understanding of local government asset management principles
- Experience with program scheduling, forecasting and dependency management
- Strong financial modelling and data analysis capability
- Experience preparing executive-level reports and recommendations
- Excellent stakeholder engagement and workshop facilitation skills
- Advanced Microsoft Excel and Power BI capability
- Experience with asset management, GIS, ERP or portfolio management systems
- Knowledge of IPWEA asset management principles and local government capital works governance
